Experience and Skills
· At least 3 – 5 years of relevant experience in the abovementioned HR functions and/or understanding of public sector HR practices, including familiarity with Civil Service policies and processes.
· Meticulous, with good analytical, writing and organisation skills.
· Good interpersonal and communication skills as well as ability to collaborate effectively with both internal and external stakeholders.
· A keen understanding of the digital/ tech industry is an advantage.

Job Description
The Human Capital (HC) team manages Talent Acquisition, Performance Management, Talent Management, and Learning and Development for our officers.
The Manager (Human Capital) role involves the planning, development, and implementation of various learning and talent management initiatives as well as programmes to attract, retain, and develop officers through meaningful career proposition, to ensure a strong talent pipeline. Specifically, the role will cover the following key areas:
Learning and Development
· Review learning and development initiatives to level up officers’ tech baseline.
· Identify relevant courses/programmes to address competency gaps at the officer- and organisation-levels.
· Partner Divisions to facilitate the development of individual Division’s Learning Plans and roadmaps.
· Source for training opportunities and secure training attachments with public and private sector organisations.
· Run in-house monthly training programmes for officers.
Talent Management
· Implement talent management initiatives, including talent identification, development planning and engagement to strengthen leadership pipeline.
· Support inter-agency discussions on talent nominations and policies, while monitoring posting timelines to ensure timely nominations and developmental postings for talents to gain critical experiences.
